the Legislative Council for such
period as he shall continue to dis-
charge the duties of the office of

I have to explain that as
the appointments of Commander G.F.Hole,
Mr. J.E.Braga, and Mr. S..so were
to the additional seats for which
provision was made by thehdditional
Instructions of the lita of November,
1928, they could not properly be made
provisionally by the Governor under
C1.XIV of the Instructions, which
only enables such provisional
appointmemts to be made upon the
occurrence of vacancies either
permanent or temporary in seats
